It is fairly popular, yes. The fact that it's the cheapest helps. A lot of other sites (particularly ones dedicated to recording) have a lot of users who do electronic music, which Reaper isn't good for. So, as a result, many of those sites advocate other DAWs.

I guess I took your "I used Reaper for a while" post to mean you actually spent a decent amount of time on it, but it seems that is not the case.

If you want some good free production/recording software, LMMS paired with Sonatina Symphonic Orchestra and sforzando by Plogue is great. Even better if you have a MIDI controller.

LMMS is the free (open source) DAW, while Sonatina Symphonic Orchestra is a large plethora (every instrument you would find in an orchestra) of SFZs. LMMS does not natively support SFZs, so you need sforzando which is an LMMS supported VST that allows LMMS to use SFZs.
