Depends, what do you want to see? Comedy, action, romance drama?
There's a lot of stuff I can find that's between 12/13 episodes or 24/25 episodes.

There aren't many action shows that are 12/13 episodes. Everything in that realm is usually a comedy, romance, or both.
You can check out Servant X Service as it's pretty much a sitcom, and has a pretty good cast of characters. A good series if you like mystery is Hyouka, but it's 20 episodes. and if you want to get into some weird shit, then you can watch Sayonara Zetsubou Sensei as it's an absurdist black comedy, and is satirical over society.

Sayonara Zetsubou Sensei is already a weird manga, but the infamous Studio Shaft threw in their signature mindfucks and surrealist themes.
Typical Shaft:
It's definitely the most stylistic out of the three. Hyouka is also pretty artsy with it's scenery porn, other well drawn backgrounds, and attention to detail. Hyouka's studio has mastered the art of getting around the fact that you're just watching people sitting in a room talking.

Seinfeldian dialogue meets artsy fartsy indie filmography.

That show isn't supposed to make sense. Shaft is weird for Japanese standards.
Here's a scene from a different show: they have the same lead actor for both shows. |
