That's what I had assumed.

Doesn't work that way, at least in my experience. Sometimes you can get someone to date you, but I don't know of any relationships that ended well because of the persistence method. I've heard of some where one person had to keep convincing the other person to get married, but not any to start the relationship in the first place.
